Workflow (mapping-only)

1. List suspected URLs manually (no crawling).
2. Create a draft capture: screenshot-only + URL hash + timestamp (lower evidence grade).
3. Issue a receipt for the capture log hash (integrity-only).
4. If the receiver needs more: use MER (≤3) to request missing evidence from taxonomy.
5. For formal handover: generate a case summary PDF and (if needed) a disclosure envelope (Justice pack).
