Incident playbook (informational)

During an outage

1. Use Offline Verify (paste Receipt JSON).
2. If you need to hand over evidence: use PDF/PNG/JSON outputs only (no ZIP).
3. Keep originals local-only; share pointers/hashes when possible.
4. Verify signed downloads: SHA256 + Ed25519 signatures.

Reason codes (examples)

• quota_exceeded_downgraded — request downgraded to Provisional (not blocked).
• mer_max_items_exceeded — MER exceeded taxonomy cap (≤3).
• rate_limited — too many requests (defensive).

These codes are integrity/ops signals only. Not legal outcomes.
